Did you know that an Australian university application and a Unique Student Identifier are different administrative tasks? Singapore students should start with the Australian Government’s USI guidance for international students. It explains that international students undertaking vocational education and training or higher education in Australia need a USI, and when they can create one.
For an international student using an Australian visa and non-Australian passport, the creation step comes after arrival in Australia. The official guidance says you can enrol before arriving without a USI and tell the provider that you will create it after entry. Do not interpret an empty USI field as a reason to invent a number or create a second identity.
First use Find your USI if you may already have one. Then follow Create your USI only if needed, and give the number to your provider through its official channel. A USI is an education identifier, not university admission or immigration approval.

Which official source answers your question?
| Your task | Official source | What to check |
|---|---|---|
| Find the right student category | International and overseas students | Arrival, location of study and identity-document route |
| Retrieve an existing number | Find your USI | One lifelong identifier rather than a new number for each course |
| Create it if necessary | Create your USI | Official portal, verifiable ID and legal-name matching |
| Check higher-education timing | USI in higher education | Provider submission and award-conferral requirements |
| Check offshore exceptions | USI exemptions | Whether the precise overseas-study circumstances apply |
What should you check before creating or sharing a USI?
Check whether the number already exists
The official retrieval page says you only need one USI. A student who previously undertook nationally recognised training in Australia may already have one. Start with retrieval rather than creating a fresh number for a new university, a new course or a new academic year.
If retrieval fails, use the help route linked by the USI service. Make a note of what you tried so you can explain the problem clearly. Treat a forgotten identifier as an account-recovery question, not evidence that you should start a duplicate record.
Match the instructions to your arrival and status
The international-student page separates before-arrival, on-arrival and after-departure instructions. It says an international student can use an Australian visa and non-Australian passport to create the USI after arriving, then share it with the education or training provider.
That page also has different guidance for Australian students overseas and permanent residents currently overseas. A Singapore connection does not establish which category you belong to. Read the section matching your actual status and documents, especially if you are studying offshore or hold Australian residency.
Use the official creation route and consistent details
The creation page describes the USI as a free lifelong education number and links to its official portal. It asks for verifiable identification and explains the importance of matching legal-name information with enrolment records. Compare your details carefully before submitting them.
A practical approach is to keep the provider’s enrolment instructions open alongside the government guidance, while entering personal information only in the relevant official service. If a name mismatch appears, resolve the record through the appropriate support route rather than changing spellings at random until a form accepts them.
Complete the provider step before the award stage
The higher-education page says international students are not required to supply a USI as a condition of enrolment, but must provide it at the earliest opportunity after arriving and before award conferral. Ask your provider how to submit it and how to check that its record has been verified.
Offshore study needs a separate check: the exemptions page says international students completing all their studies outside Australia through an Australian provider do not need a USI to receive their award. Mixed-location and other exceptional circumstances should be checked against the current rules, not inferred from that one sentence.
Your next step: make a two-stage checklist
Before travel, check whether you already have a USI and tell your provider if you must wait until arrival to create one. After arrival, complete the applicable government process and confirm the provider has received it. Do this well before planning graduation or departure.
