Start with the Singapore Academy of Law’s legalisation FAQ and follow its “more FAQs” link to the current detailed guide. The linked June 2026 legalisation FAQ PDF has a section titled “Legalisation of Educational Certificates”. Read that section for your actual issuing institution and document, not a generic rule for all certificates.
First ask the overseas university or other recipient what it requires. SAL’s services explanation says the destination’s requirements depend on the document and intended use. Do not arrange an apostille merely because a checklist says “official documents”; clarify whether it requests an original, certified copy, translation or legalisation.
Did you know authentication and academic recognition answer different questions? An apostille authenticates a document’s origin. It does not turn the qualification into a university offer or prove that your subjects satisfy a degree’s entry conditions. Keep the recipient’s academic and document-format instructions on separate lines.

What must you identify before arranging legalisation?
Begin with the issuer and the precise document
The June 2026 guide distinguishes mainstream school/JC documents, listed local institutions, legacy UniSIM records and specified full-time madrasahs. It gives different conditions for these categories. Read the matching subsection rather than assuming all documents bearing an educational institution’s name follow one procedure.
Make a short description containing the issuer, qualification or record title, issue date and whether it is an original paper document or digitally issued record. If the issuer has changed its name, include the name printed on the certificate. That helps the issuing office and SAL answer a specific question.
Read the endorsement and verification conditions
The guide permits direct legalisation of original, verifiable mainstream school and JC documents on MOE letterhead. Its subsection specifies MOE physical endorsement on each page where that letterhead condition is not met. Do not replace those conditions with the claim that any school printout is sufficient.
It separately lists local universities and institutions and gives special endorsement instructions for other named categories. If yours is not clearly covered, ask about that exact document before arranging a visit or sending originals elsewhere. A screenshot of someone else’s accepted certificate is not verification of yours.
Treat a digital record as a format question
The educational-certificate section says digitally issued records must meet SAL’s verification requirements. A PDF in your folder is not, by itself, evidence that this test has been met. Read the current guide’s digital-document instructions and retain access to the issuer’s verification route.
The live FAQ also describes e-Apostille services for particular document routes. Do not infer that every digital education record qualifies for the same service. Ask which process applies and whether the receiving organisation accepts that format before choosing between paper and electronic arrangements.
Keep the receiving university’s task separate
SAL’s services page explains origin authentication through signatures, stamps or seals and directs users to the destination for its requirements. Ask admissions what must arrive, who must send it and whether translation or further verification is requested. Keep the response with the document checklist.
Once the format question is clear, return to the actual application: qualification eligibility, prerequisites, language evidence and deadlines. Completing a document service does not submit the university application. Plan enough time to obtain any missing record from its issuer without treating a service enquiry as approval.
Your next step: send the recipient an exact document question
Identify the certificate and ask the receiving institution which form and authentication it needs. Then compare that answer with the currently linked SAL FAQ for the issuer and format. If the route is unclear, seek clarification before paying or sending documents.
For the wider explanation, continue with university application document checklists. The Singapore school pathways collection connects the wider education decisions.
