Did you know? A student completing secondary school in Singapore may have an overseas-school admission route at the University of the Philippines (UP). Start with UP’s official 2027–2028 admissions bulletin, which has a section for applicants from secondary schools abroad using international qualifications. Read that section before assuming everyone must take UPCAT.
The bulletin distinguishes UPCAT applicants from applicants considered through recognised international examinations, such as GCE, IB or SAT. For the international-qualification route, it instructs applicants to approach the Office of the University Registrar at the UP constituent university they wish to enter. Your school location and prior college enrolment both matter.
Your first checks are the entry year, campus, degree, admission route and qualification. Do not borrow eligibility numbers from an older notice or another campus. UP explains that minimum qualification evidence does not automatically create a place. Other Philippine universities set their own rules, so the UP process is an example—not a national admissions portal.

How to check without following the wrong application path
Do not confuse an overseas qualification with foreign nationality
A student who studied outside the Philippines might be Filipino or non-Filipino. UP’s international-qualification wording concerns the secondary education and examination route, alongside other eligibility conditions. Check the current bulletin carefully if your family holds Philippine citizenship or has studied in more than one school system.
An applicant who already enrolled in college may belong to a transfer category rather than first-year entry. Record this honestly before starting forms. Ask the chosen campus registrar how your case is classified if the published wording does not fit cleanly.
Keep UPCAT and the alternate UP route separate
The 2027 bulletin describes UPCAT as a route with its own application and test procedures. It also describes certain eligible foreign- or internationally educated applicants applying using qualifying examinations without taking UPCAT. These routes are not interchangeable once an application decision has been made.
In particular, the bulletin says unsuccessful UPCAT takers cannot simply switch to the international-qualification route after not qualifying. Treat this as a substantive decision and ask the university which route is correct before entering the UPCAT process.
Use the current GCE, IB or SAT criteria—not a remembered number
Philippine university notices can list particular subjects, numbers of examination passes, English-language evidence or validity periods. The right document is the bulletin for the intended academic year and the selected campus. If a programme requires Biology, Mathematics or other prerequisites, check its current admissions page as well.
Singapore-Cambridge GCE A-Levels, the IB Diploma and a polytechnic diploma are not identical qualifications. Do not convert grades into a homemade average or assume a diploma applicant automatically qualifies for the first-year international route. Send the exact qualification and course name when asking for clarification.
Separate admission, documents and immigration
UP may ask for verified high-school records and other evidence, with specific submission procedures for the selected constituent university. Keep the registrar’s checklist beside your school records and document requests. A submitted form or recognised examination result is not yet an admission offer.
For non-Filipino applicants, immigration permission to study is a separate process that should be confirmed with the university’s international office and the relevant Philippine diplomatic or immigration authority. Tourist entry arrangements are not a substitute for permission to undertake a full undergraduate course.

Your next step
Choose one UP campus and degree. Open the 2027–2028 bulletin, read the international-qualification provisions and check whether your certificate, school history and prior enrolment match that route. If not, contact the campus registrar using its published instructions before committing to a test.
For the bigger picture, use Overseas University Application Requirements and How to Check Application Deadlines. Those guides explain the comparison process without replacing Philippine university instructions.
