Three students in school uniforms work through open books at a classroom table, with textbooks and stationery nearby and study notes on the whiteboard behind them.

Where Can I Find Character and Citizenship Education Information in Singapore?

Use MOE’s current Character and Citizenship Education syllabuses for the national framework, then use the student’s school website or parent communication for the local programme. MOE publishes separate CCE documents for primary, secondary and pre-university levels.

The syllabus explains CCE’s goals, curriculum frame and content; the school explains how those goals appear in lessons, form-teacher guidance, student-development experiences and school-based initiatives. Search the school’s official site through MOE SchoolFinder rather than relying on a similarly named unofficial page.

Check the learner’s level and the exact component being discussed. CCE is broader than a single weekly lesson: its framework connects core values and social-emotional competencies with areas such as National Education, relationships, cyber wellness, sexuality education and Education and Career Guidance.

What should families check?

First, confirm the document version and level. A secondary syllabus should not be used to infer the sequence of a primary class, and a pre-university programme has its own context. Then ask whether the information concerns national curriculum content or a school-designed activity. For a particular event or parent action, confirm the school’s current calendar, circular and named contact rather than inferring details from the national syllabus.

MOE’s CCE 2021 goals include good character, resilience and social-emotional well-being, future readiness and active citizenship. Schools translate these goals into age-appropriate learning and experiences, so names, timing and local examples may differ even while the national framework remains shared.

Did you know? CCE is designed as a connected environment rather than a stand-alone slogan. The official curriculum frame includes adult role-modelling, positive teacher-student relationships, peer support, student voice, other subjects, co-curricular experiences and school-based initiatives alongside CCE lessons.

If the question is about a sensitive component, open its dedicated official and school information too. For example, cyber wellness, sexuality education and ECG have their own materials and parent-facing details; a broad CCE page may not answer a procedural question.

What is the next useful step?

  1. Open the MOE syllabus for the student’s level.
  2. Find the school’s official CCE or student-development page.
  3. Match the topic to the correct component and current cohort.
  4. Ask the form teacher or school for dates, participation details or parent actions.

Take one question further

The same learning habit can travel across subjects, while each subject keeps its own methods. These routes help you notice a difficulty, understand one part of it, and return to something you can do.

A word is familiar, but using it is difficult.

Move from recognising a word to retrieving it in a new context. Understand vocabulary plateaus.

Try it without the guide: Choose one word you already know. Close the guide and use it in a new sentence. Explain why it fits; try another context tomorrow.

A piece of writing has ideas, but the reader loses the thread.

Make the order of events and the links between sentences clear. Explore composition writing.

Try it without the guide: Choose one short paragraph. Read the relevant explanation, close it, and revise the paragraph. Ask someone to tell you what happened and why.

The Mathematics seems familiar, but marks still disappear.

Find the first point where the working stops being reliable. Find Secondary 4 A-Math mark leakage.

Try it without the guide: For a Secondary 4 A-Math question you have attempted, locate the first uncertain line. Repair that step, then try a comparable question without the worked answer.

A Science fact is remembered, but the explanation is incomplete.

Connect the evidence to a scientific idea and the resulting change. Follow the Primary Science learning route.

Try it without the guide: Choose a familiar Primary Science example. Explain the evidence, the idea and the result without notes. Then change one condition and explain your prediction.

Two accounts of the world seem to disagree.

Check the question, source, date and evidence before combining claims. Explore the World Knowledge research library.

Try it without the guide: Take one claim. Find the source best placed to support it, note its date, and state what remains uncertain. Return to your original question.

There is plenty of help, but independence is hard to see.

Check what the learner can understand and do after support is removed. Understand how education works.

Try it without the guide: Choose one small task the child has practised. Agree on a calm, brief attempt without prompts. Use what happens to choose one next step, then stop.
