Start with Portugal’s Directorate-General for Higher Education, or DGES, and its official international-student guidance. Then open the admissions page for the university or polytechnic and programme you want. DGES says international applications are submitted to the institution, not through one universal application for every applicant.
Use the DGES courses and institutions directory to verify the provider and award, then check the institution’s international-student competition. Each institution can set different admission requirements, documents, deadlines and programme procedures.
Did you know the “international student” route has legal exceptions? DGES lists applicant groups who may follow other access routes because of nationality, family status, residence or a special regime. A Singapore citizen applying from Singapore will commonly begin with the non-EU guidance, but the institution must confirm the individual category.

What to check before applying
Confirm the applicant category
Record citizenship, residence history, family status, qualification and degree level. Ask the institution whether the international-student competition applies or whether another route is required. Do not assume that “non-EU” settles every legal category without the institution’s check.
Match the course and award
Portugal has university and polytechnic higher education. Verify the institution and course in the official directory, then read the programme page for teaching language, prerequisites and award level. A course appearing in a directory does not guarantee that it is open in every intake.
Use the institution’s document rules
DGES explains that institutions can use different requirements and procedures. Confirm how the school qualification is assessed, whether foreign examinations can satisfy entry conditions, and what certification or translation is needed. Prepare only the evidence requested for the programme and applicant route.
Separate the academic and immigration decisions
An institution decides admission; the competent Portuguese authorities decide visas and residence permissions. After confirming the academic route, use official immigration and consular information for your citizenship and intended stay. Allow for both processes without treating one approval as the other.
Your next step
Choose one Portuguese course, verify it in the DGES directory, and ask the institution which applicant category, qualification evidence, entry conditions and current deadline apply to you.
