Quick answer: An examination begins influencing education long before the paper is opened. Once teachers and students know what will be measured, the future assessment changes what receives time, what gets practised, what is postponed, what is ignored and what is treated as important. This effect is often called washback. It can improve focus when the assessment represents valuable learning well, but it can narrow education when the measured target becomes smaller than the capability education is supposed to build.

A future event can reorganise present teaching
Suppose an examination is six months away.
The event has not happened. Yet it can already change:
- which topics receive more lesson time;
- which question formats students practise;
- which errors teachers emphasise;
- when revision begins;
- how much attention is given to speed and checking;
- which enrichment activities are protected or sacrificed.
The examination has become a future attractor for present action.
Future assessment → present priority → present teaching → present learning
This influence is not automatically bad
If an examination samples important knowledge and worthwhile thinking, preparing for it can strengthen learning.
- Retrieval practice can improve memory.
- Timed work can reveal execution weaknesses.
- Mixed questions can strengthen transfer.
- Clear standards can improve focus.
- Common assessment can expose gaps that otherwise remain hidden.
Assessment can therefore act as a useful organising boundary.
The problem appears when the measure becomes smaller than the education
No examination can sample everything a student knows or can do.
If the tested subset becomes dominant, teachers and students may start optimising for what is visible in the paper rather than for the wider capability that the subject is meant to develop.
A 2007 qualitative metasynthesis of 49 studies on high-stakes testing found that curricular narrowing, fragmentation of knowledge and more teacher-centred pedagogy were common effects, although the study also found important exceptions where some assessment structures broadened or improved curriculum and pedagogy.
That qualification matters. The lesson is not “tests always narrow learning”. It is:

What gets measured receives institutional attention
When a future examination carries consequences, measured content gains gravity.
This can be rational. Time is finite. Students need preparation. But the allocation effect should remain visible.
- If writing is tested narrowly, writing instruction may narrow.
- If problem solving is sampled richly, classroom preparation may include richer problem solving.
- If only speed is rewarded, speed can crowd out reflection.
- If explanation is rewarded, explanation gains instructional value.
The assessment is therefore not only measuring the curriculum. It can begin shaping the curriculum that arrives before it.
Teaching to the test is not one thing
The phrase “teaching to the test” often combines several different practices.
- Legitimate alignment: teaching the knowledge and skills the assessment is intended to represent.
- Format familiarisation: helping students understand instructions, timing and response expectations.
- Narrow coaching: overfocusing on recurring surface patterns.
- Distortion: replacing the broader subject with tricks that raise scores without building the intended capability.
These should not be treated as equivalent.
The question is not whether preparation resembles the assessment. The question is whether the preparation still builds the capability the assessment is supposed to represent.
The examination can change the learner’s idea of the subject
Washback is not only curricular. It can become conceptual.
If a student encounters Mathematics mainly as repeated exam templates, Mathematics may become “the art of recognising question types”.
If English becomes mainly mark allocation, language may feel like a scoring device rather than a tool for thought and communication.
If Science becomes mainly recall, scientific reasoning may be hidden behind factual rehearsal.
The danger is not only losing content. It is shrinking the learner’s model of what the discipline is.
A strong examination can create positive pressure
Assessment design can also encourage worthwhile learning.
If students know they must apply knowledge to unfamiliar situations, rote memorisation alone becomes less useful. If explanations are required, reasoning matters. If multiple sources must be evaluated, evidence becomes central.
In this sense, assessment can communicate what a system values.
A good examination does not merely sample learning. It sends a message about what learning deserves preparation.
The closer the exam, the stronger the gravitational pull
Far from the exam, schools have more room for exploration, deep rebuilding and broader projects.
Near the exam, the future boundary becomes more dominant. Revision compresses. Practice becomes more exam-shaped. Opportunity cost rises.
This is not necessarily poor teaching. It is a predictable response to a fixed horizon.
The educational task is to prevent the near-horizon mode from colonising the entire year.
The assessment should not become the entire purpose
An examination performs real jobs: certification, comparison, progression and feedback.
But education has additional purposes:
- understanding;
- curiosity;
- communication;
- transfer;
- judgement;
- independence;
- participation in society;
- preparation for learning beyond school.
A system becomes distorted when the measure designed to support these purposes replaces them.
A useful test for teachers
- If the examination vanished tomorrow, would this learning still matter?
- Does the practice build transferable capability or only surface familiarity?
- What valuable learning is losing time because the exam is approaching?
- Is that trade-off justified at this point in the calendar?
For parents
Exam preparation is necessary, especially near high-stakes events. But ask whether the child is learning the subject or only the current paper pattern. Strong preparation should preserve enough underlying capability to survive when the surface changes.
For students
Learn the format, but keep asking what the format is trying to measure. That distinction helps prevent examination strategy from replacing understanding.
The deeper principle
A future measure can reorganise present behaviour. Good education designs the measure carefully and keeps remembering the larger human capability behind the score.
