A Qualification Is a Signal: How Education Turns Learning into Doors, Filters and Opportunities

Quick answer: A qualification is not the same thing as the capability it represents. It is an institutional signal: a certificate, grade, degree or credential that tells another institution something about what a person has studied, achieved or demonstrated. Signals are useful because later schools, universities and employers cannot directly observe a person’s entire learning history. But every signal is incomplete. Good systems therefore use qualifications as evidence, not as a total description of the human.

The certificate is not the capability. It is an institutional claim about some part of the capability.

Why signals are necessary

Imagine an employer receiving one hundred applications.

The employer cannot spend months observing every applicant in every possible task before deciding whom to interview.

Likewise, a university cannot personally reconstruct every student’s entire school history before making admissions decisions.

Qualifications reduce uncertainty.

The signal is useful because it is portable.

Learning happens locally. Qualifications help some of its meaning travel.

The signal performs several jobs at once

A degree may indicate sustained study and successful completion. It does not guarantee current mastery of every skill an employer needs several years later.

The meaning of a signal depends on the job the receiver is trying to perform.

Employers are increasingly asking for more granular signals

Recent OECD work on skills-first labour markets describes a shift toward giving demonstrated skills more weight alongside formal qualifications.

The OECD’s 2026 report A Skills-First Labour Market argues that formal education and qualifications remain important foundations and signals, but do not always capture the full range of skills people possess or keep pace with changing skill demand.

This does not mean degrees are becoming worthless. It means employers and systems increasingly want additional evidence:

The trend is not from credentials to no credentials. It is from one broad signal toward a richer bundle of signals.

Why employers use qualifications even when qualifications are imperfect

Imperfect information is still useful information.

An OECD study of digital skill certificates in an online labour market found that certificates could increase earnings partly by reducing employer uncertainty rather than by changing productivity immediately.

This is signalling in a very clear form: the credential changes what the receiver is willing to infer about the person.

The educational implication is important:

A credential can change opportunity even when the underlying person has not changed at the moment the credential is received.

This creates incentives before the qualification is earned

Once a qualification opens doors, students begin organising behaviour around obtaining it.

When one signal carries too much weight, education can become overly organised around acquiring the signal rather than developing the underlying capability.

Strong education keeps those questions connected.

Qualification inflation changes the signal environment

When more people hold a qualification, its signalling meaning can change.

A credential that once distinguished a small group may become a common baseline. Employers may then seek additional signals such as experience, portfolios, advanced study or specific skills.

This is one reason lifelong learning matters. The signal environment does not remain fixed simply because a person completed formal education.

Skills-first approaches do not remove the need for trust

Direct skills evidence sounds more precise, but it also needs trustworthy standards.

If every portfolio, badge or micro-credential means something different, receivers face uncertainty again.

So the design challenge becomes:

More granular evidence without losing portability, trust and comparability.

The learner should understand what each signal can and cannot say

A qualification can tell others something useful about you.

It cannot tell them everything.

The mature learner therefore uses qualifications without allowing them to become identity.

For parents

Qualifications matter because they open real doors. Treat them seriously. But keep asking whether the child is also developing the underlying knowledge, judgement and independence that must survive after the certificate has done its signalling job.

For teachers and tutors

Prepare students for the qualification while keeping the capability visible. Explain what the examination or certificate is intended to represent, not only how to obtain it.

For students

Ask two questions together: “What signal do I need for the next door?” and “What must I actually be able to do once the door opens?”
