Use Immigration, Refugees and Citizenship Canada’s (IRCC’s) provincial or territorial attestation letter page to check the current questions and exemptions. A PAL/TAL is separate from an admission offer and the federal study-permit decision.
Did you know “postgraduate” alone does not identify an exemption? The current list covers degree-granting master’s and doctoral programmes at public designated learning institutions (DLIs) from 1 January 2026. Check the exact award and institution category.
Use IRCC’s study-permit document guide to see how the letter fits into the file. If you plan to study in Quebec, read the separate Quebec authorisation guidance as well: a PAL/TAL exemption does not automatically settle whether a Quebec Acceptance Certificate (CAQ) is required.

Which official source answers your question?
| Your task | Official source | What to check |
|---|---|---|
| Check whether a PAL/TAL is needed | IRCC PAL/TAL guidance | Current questions, exceptions and evidence |
| Prepare the broader document file | IRCC study-permit documents | Acceptance letter, attestation and separate upload fields |

What should you verify before asking for a letter?
Read the actual exemption, not a shortened headline
The IRCC page includes exceptions for school-level study and specified other circumstances, as well as the public-DLI graduate-degree exception. It says applicants relying on an exception must provide proof. The full list matters more than a broad claim that a certain type of student is always exempt.
Record the exact programme, award, institution, location and whether this is a new application or an extension. If a course is marketed as “graduate study”, ask the institution to confirm the formal award. Keep the wording that supports your exemption check with the documents supporting that description.
Let the school explain its request process
IRCC’s document guide says most applicants obtain the PAL/TAL through their school, often after accepting an offer and paying part or all of the tuition. That is not a reason to transfer money before understanding the institution’s own procedure and terms.
Ask the DLI what must happen before it requests or provides the letter, how you will receive it and which intake it covers. Before paying, read the actual payment and refund conditions. Keep the offer acceptance, payment evidence and attestation request as separate records, rather than assuming one confirmation completes all three.
Match the letter to the application year and institution
IRCC links a PAL/TAL to the school and generally to its issue year. Check validity for your permit-application date, not just the start of classes. An older letter does not automatically remain usable with an open academic offer.
If you change the institution, programme level or application timing, reopen the current instructions and ask whether a new letter is needed. Save the answer with the amended offer. A useful planning note contains both dates: intended submission and intended study start.
Keep the Quebec check separate
Quebec’s authorisation page explains the CAQ and federal study-permit stages and lists exceptions to the CAQ requirement. Follow that route if Quebec is your destination instead of treating a federal PAL/TAL exception as a waiver of every provincial document.
Create separate lines for admission, CAQ where applicable, and the federal application. Compare the official instructions with the actual documents issued. If a result from an online question tool appears inconsistent with your situation, seek clarification rather than omitting a document on the basis of another student’s experience.
Your next step: confirm the category before requesting the document
Write the exact DLI, programme, province, award and application year. Check the current exemption list, gather any required proof and ask the school about its process. Reconcile the attestation or Quebec documentation with IRCC’s application instructions before submitting; none of these documents guarantees a permit.
Use the Canadian DLI-number source guide to check the institution, and the Canadian university application guide for the separate academic route. The overseas visa guide connects the broader immigration task.
