How Editorial Fact-Checking and Source Verification Work
Fact-checking is the editorial process of turning a manuscript’s factual assertions into testable claims, matching those claims to appropriate evidence, resolving contradictions, calibrating uncertainty and recording enough source provenance that the published work can survive scrutiny.
Good fact-checking does not decorate prose with citations. It asks whether each consequential sentence has earned the confidence with which it is written.
This is different from casual internet searching. Search finds candidates. Verification establishes why a source is authoritative for a particular claim, whether it is current enough, whether it has been represented accurately, and whether independent evidence supports the conclusion.

1. Fact-checking begins by identifying claims
A sentence can contain several checkable claims. “The agency was founded in 1979 and now holds more than a million records” contains at least two: founding date and current holdings scale.
Breaking prose into claims prevents one citation at the end of a paragraph from appearing to support facts it does not actually address.
2. Not every sentence is a factual claim
Opinion, interpretation, metaphor and recommendation need different treatment from dates, measurements and institutional facts.
An editorial system should distinguish “Singapore’s legal-deposit framework was expanded in 2018” from “This was an important transition in national memory”. The first requires direct factual support. The second is interpretation that should be argued from evidence.
3. Claim type determines source type

4. The best source is not always the most famous source
A newspaper may accurately report a law, but the statute is usually the stronger source for the law’s text. A university press book may explain a historical event better than a raw archival record, while the archival record remains stronger evidence of what one institution did.
Source authority is job-specific.
5. Primary source does not automatically mean true
A primary source is close to the event or activity being studied. It can still contain errors, bias, propaganda, incomplete information or deliberate deception.
Primary sources are valuable because they reveal contemporary evidence, not because they are infallible.
6. Secondary sources can improve interpretation
Scholarly books, review articles and authoritative syntheses compare multiple sources and place evidence in context.
A strong fact-checking workflow uses primary and secondary sources for different jobs rather than ranking one category above the other universally.
7. Search results are candidate generators
Search engines rank for relevance, authority signals and user usefulness—not for whether a result is the canonical source for your sentence.
The checker should follow the result back to the originating institution, paper, dataset, law or archival record wherever possible.
8. Source identity must be verified
Lookalike websites, screenshots and reposted documents can mimic authoritative sources.
Check domain, publisher, author, institutional ownership, document identifiers and publication context before treating a source as authoritative.
9. Date is part of source fitness
A source can be correct but stale. Examination rules, laws, software documentation, prices, officeholders and public-health guidance can change.
The checker should ask both “Is this source trustworthy?” and “Is it current enough for this claim?”
10. Publication date and event date are different
An article published today can describe an event from last year. A historical document digitised today can have a creation date centuries earlier.
Fact-checking chronology requires the right date type.
11. Jurisdiction matters
A legal rule in Singapore may differ from the United Kingdom or United States. A curriculum framework can be country-specific. A medical product approval can vary by regulator.
Source and claim should match jurisdiction explicitly.
12. Versions matter
Standards, reports, datasets and policies may have several editions. A citation to “the guidelines” is weak when the relevant rule changed between versions.
Record version number, issue date or revision date where consequential.
13. Read the source, not only the snippet
Search snippets can omit qualifications. Headlines can oversimplify. Abstracts can compress methodological limits.
When a claim matters, open the source and inspect the section that actually supports it.
14. A citation can be real and still not support the sentence
This is one of the most common sophisticated errors. The source exists, looks reputable and discusses the same topic—but does not establish the exact claim being made.
Fact-checking is therefore entailment checking: does the source justify this wording?
15. Strong wording requires strong evidence
“Causes”, “proves”, “always”, “never” and “the first” require more evidence than “is associated with”, “suggests”, “often” or “one early example”.
If evidence is weaker than the prose, revise the prose rather than forcing the source.
16. Corroboration matters when claims are consequential or disputed
One authoritative source may be sufficient for a simple official fact. More consequential claims benefit from independent corroboration.
Independent is the key word: five articles copying the same press release are not five independent sources.
17. Trace information flow
If several reports use the same statistic, find the original dataset or report.
This prevents circular citation from being mistaken for consensus.
18. Conflicting sources deserve investigation
When reliable sources disagree, do not average them automatically. Check dates, definitions, scope, units, revisions and methodological differences.
Sometimes the disagreement itself is the accurate story.
19. Definitions can create false contradictions
Two datasets may report different unemployment, poverty or population figures because they define the underlying category differently.
Fact-check the denominator and definition before fact-checking the number.
20. Numbers need units
A number without units can be meaningless. Percent, percentage points, millions, billions, kilometres, tonnes and currencies are not interchangeable.
Check units at every transformation step.
21. Percent change and percentage-point change are different
If a rate rises from 20% to 25%, that is an increase of five percentage points and a 25% relative increase.
Editorial fact-checkers should catch this before publication because the error is common and materially changes interpretation.
22. Rounding should preserve meaning
Rounding can improve readability but should not create false precision or alter comparisons.
State approximate figures as approximate and keep enough significant digits for the reader’s purpose.
23. Statistics need methodology
Survey size, sampling method, confidence intervals, exclusions and collection dates can change what a statistic means.
Do not lift a dramatic number out of a report without reading how it was produced.
24. Graphs can be factually correct and visually misleading
Truncated axes, unequal intervals, inappropriate scales and selective date ranges can distort perception.
Fact-checking visual evidence includes checking the graphical transformation, not only the underlying numbers.
25. Quotations require exact source control
Verify wording against the original recording, transcript, speech or publication. Check speaker, date and context.
A quote can be accurate word-for-word and still misleading if the surrounding sentence reverses its meaning.
26. Ellipses and brackets are editorial interventions
Removing words or inserting clarification should not alter meaning.
If a quotation requires heavy reconstruction to support the argument, paraphrase and cite instead.
27. Names deserve disproportionate care
Misspelling a person’s name is a small mechanical error with a large trust cost.
Verify names against authoritative self-identification, institutional profiles or primary records rather than copying secondary mistakes.
28. Titles and offices are time-sensitive
A person can hold one office at the event date and another at publication date.
Make clear which temporal state the title refers to.
29. Images need provenance checks
Reverse-image search, metadata, archival catalogues, photographer credits and original publication context can help verify a visual source.
A viral caption is not evidence of the image’s date or location.
30. Screenshots are weak provenance objects
A screenshot may preserve appearance but omit URL, timestamp, account identity and surrounding context.
Where possible, preserve the original link, archived capture or source record alongside the screenshot.
31. Synthetic media changes the verification baseline
AI-generated images, cloned voices and synthetic video make visual plausibility a weaker authenticity signal.
Source provenance, file history, independent witnesses and trusted archival custody become more important.
32. Metadata helps but can be altered
EXIF and document metadata can provide useful clues about creation and editing. They are not unforgeable proof.
Use metadata as one evidence layer rather than a single point of certainty.
33. Interviews require attribution discipline
Distinguish what the interviewee personally observed from what they heard from others.
“She said the meeting occurred” is a claim about testimony. “The meeting occurred” is a stronger historical claim that may require corroboration.
34. Anonymous sourcing raises the evidence burden
Sometimes sources require confidentiality. The editor should know enough about identity, access to information and motive to judge reliability even if readers cannot be told the name.
Anonymous sourcing should be used proportionately to the public-interest need and corroboration available.
35. Conflicts of interest should be considered
A source may have financial, political, personal or institutional incentives affecting what they say.
Bias does not automatically invalidate evidence, but it changes the corroboration and attribution needed.
36. Fact-checking should preserve uncertainty
“Unknown”, “unclear”, “estimated” and “according to available records” are legitimate editorial states.
False certainty is not stronger writing.
37. The fact-checker should challenge causal language
Sequence does not prove causation. Correlation does not prove mechanism. One anecdote does not establish a general rule.
Causal claims deserve explicit evidence of mechanism, comparison or sufficiently strong research design.
38. Legal review and fact-checking solve different problems
A lawyer may identify defamation or privacy risk. A fact-checker verifies whether the claim is supported.
Both can be necessary. Neither should be assumed to perform the other’s job.
39. Source receipts improve auditability
A source receipt can record claim, source, URL or identifier, date checked, relevant passage, version and checker status.
This becomes especially valuable when web pages change after publication.

40. A red-team pass catches comfortable assumptions
After normal checking, a separate pass can ask: which claim would a sceptical expert attack first? What is the weakest source? Which statistic has the most ambiguous denominator? Which sentence overstates causation?
This helps fact-checking move beyond mechanical name-and-date verification.
41. The headline needs its own fact-check
A nuanced article can be damaged by an absolute headline written later.
Headlines, decks, captions, pull quotes and social copy should all pass the same evidence gate as body text.
42. Corrections are part of verification culture
Fact-checking reduces error; it cannot eliminate it completely. A trustworthy publisher maintains a clear correction route after publication.
The quality test is therefore prepublication discipline plus postpublication accountability.
43. AI can assist claim extraction
AI can identify dates, names, statistics, quotes and factual assertions across long manuscripts and turn them into a candidate checklist.
This is useful because missed claims are a major fact-checking failure mode.
44. AI cannot verify from fluency
A model can produce a plausible explanation and a plausible citation that does not exist or does not support the claim.
Verification requires retrieval of real sources and comparison against the source content.

46. Existing fact checks should be traced to evidence
Professional fact-checking organisations can be valuable secondary sources, particularly for complex public claims. The International Fact-Checking Network Code of Principles emphasises transparency of sources, methodology, funding and corrections among signatories.
When the underlying primary evidence is accessible, return to it rather than citing only another fact-checker’s conclusion.
47. Source transparency lets readers audit the work
The publisher need not expose every internal note, but consequential factual claims should have enough source transparency that a serious reader can understand where the evidence came from.
Transparency turns editorial authority into inspectable authority.

- Extract consequential factual claims.
- Match each claim to the right source class.
- Verify source identity and authority.
- Check date, jurisdiction and version.
- Read the source beyond the snippet.
- Confirm that the source actually supports the wording.
- Corroborate disputed or consequential claims independently.
- Check numbers, denominators, units and rounding.
- Verify quotes against originals.
- Verify names, titles and chronology.
- Check image provenance and captions.
- Preserve uncertainty where evidence is incomplete.
- Record source receipts for important claims.
- Fact-check headlines and captions after body approval.
- Maintain a visible correction route.
50. The deeper model: fact-checking calibrates confidence
The goal is not to make every sentence sound certain. It is to make confidence proportional to evidence.
