How Civilisations Decide What to Preserve and What to Change

Every civilisation inherits more than it can keep unchanged.

Some remain useful. Some become harmful. Some still perform an important function but need a new form. Some lose their original purpose entirely. The civilisation problem is therefore not simply preservation versus progress.

It is a problem of judgement.

What must remain stable for civilisation to continue, and what must change for civilisation to remain capable?

A society that preserves everything becomes rigid. A society that replaces everything loses memory. The stronger civilisation learns to distinguish function from form, inheritance from inertia, identity from habit and renewal from destruction.

The objective is not maximum preservation or maximum change. It is maximum durable capability with enough memory to keep learning.

1. Civilisation is inherited before it is chosen

No generation designs its civilisation from first principles.

People are born into languages they did not invent, cities they did not plan, institutions they did not establish and systems whose original designers may have died centuries earlier.

This inherited structure makes civilisation possible because people do not need to rebuild basic coordination every morning.

But inheritance also creates path dependence. The past constrains the set of easy choices available in the present.

The same function can often be delivered through different forms.

Keep the underlying system but restore deteriorated capability.

Transform

Preserve the valuable function while redesigning the form.

Retire

Remove a system whose function is no longer valuable or whose costs exceed its benefits, while preserving enough evidence to remember why it once existed.

The difficult work is choosing correctly.

42. Preservation should protect capability, not freeze civilisation

The deepest mistake is thinking civilisation must choose between memory and change.

Memory makes better change possible.

Without memory, reformers do not know which problems previous generations already solved. Without change, preservation eventually protects forms that no longer serve their purpose.

The two functions support one another when civilisation is healthy.

How should civilisations decide what to preserve and what to change?
