Three students in school uniforms work through open books at a classroom table, with textbooks and stationery nearby and study notes on the whiteboard behind them.

eduKateSingapore | Future Master Publish

Stage 1 · eduKateSingapore | Future Master Publish · 27 September 2026. This page controls the public knowledge library’s publishing queue, capability priorities and graph connections. It complements Project Atlas and the reader-facing hubs. It does not replace them, reset completed work or create a new broad subject owner. The governing objective is not publication volume: it is to make eduKateSingapore increasingly complete as a public learning, evidence and knowledge library, with clear entrances, deep canonical owners, trustworthy current-state reference, specialist handoffs and routes that carry school learning outward into inquiry, work, society and civilisation.

Register: FMP-S1-SING-000. This baseline preserves 174 Project Atlas work records, allocates 177 White Paper proposals to this desk, and registers twelve first-route packets. These are 363 publishing work records, not 363 new articles. Existing articles, aliases, tools and future proposals are deliberately distinguished. Parent map · 174 inherited records · 177 White Paper proposals · First packets.

Sources and active controls · 26 September 2026: Project Atlas, WP139522; Ecosystem boundary ledger; and federation publishing controls, including U1–U48. WEP numbers preserve historical proposal identity, with the working titles and dispositions retained below. The former education directive on WahLiao is not a governing dependency. Current exact owners and the latest explicit owner decisions take precedence over older proposed titles; no completed work is reset by removing the former source link.

Control contract

Each task retains its source number and records a precise reader job, responsible desk, parent hub, canonical URL and WordPress ID when resolved, prerequisite, practice/evidence, handoff and return, priority, action, maturity, release state and checked date. PA numbers below are source aliases, not replacement content IDs. No proposal gets a fabricated URL. A BUILD requires a genuine gap after checking current Pages, Posts, relevant custom post types and available unpublished inventory.

Actions: REUSE, REPAIR, DEEPEN, CONNECT, REFRESH, BUILD or HOLD. States: REGISTERED → OWNER RESOLVED → DRAFT → REVIEWED → PUBLISHED / STORE CHECKED → PUBLIC VERIFIED → ROUTE VERIFIED → LOCALLY EVALUATED where justified. The default action order is REUSE → REPAIR → REFRESH → DEEPEN → CONNECT → BUILD: fix a broken or stale owner before multiplying URLs. P1 closes the first useful routes; P2 broadens capability and knowledge coverage; P3 requires specialist, current-data, safety or product review. Priority is not a schedule. Count unique canonical URLs separately from aliases and work records, and never treat a publication count as evidence that a learning route or knowledge estate is complete.

eduKateSingapore is the federation’s public knowledge library and national reference layer. It owns public reference, Science World, curriculum evidence, Learning Manuals, vocabulary reference, national discovery, world knowledge and Project Atlas. SETC owns deep English; BTT specialist Mathematics; Sengkang learner runtime, tutoring practice and evidence of implementation; Yishun understanding-first interpretation, Well Being, recovery, rebuilding and transformation; Punggol family life, town knowledge, place-based learning and local implementation; eduKateSG system mechanisms, research, inquiry and civilisation architecture; Orchard reception and owner resolution. Preserve strong established school and vocabulary owners here even when specialist depth is elsewhere. Public reference and specialist application must perform different jobs. When a learner is struggling, do not begin by converting the learner into the problem: route from the observed difficulty to evidence, context, the first weak link and the appropriate Yishun/Sengkang/subject-owner support, then return to independent capability.

Federation Publish Gate v1.1

Desk: FED.WING.EDUKATESINGAPORE. Before any task moves to BUILD, it must pass the federation gate below. Search demand can trigger inspection; it cannot bypass ownership.

  1. Reader-job test. State the exact human job in one sentence. If the job is vague, HOLD.
  2. Owner test. Search the live estate and Ecosystem Atlas. Prefer REUSE → REPAIR → REFRESH → DEEPEN → CONNECT before BUILD.
  3. Page-role test. Classify the work as canonical owner, Atlas/hub, guide/manual, handbook, lesson, casebook, practice, assessment, reference, research note, local facet, current update or historical/archive.
  4. Lifecycle test. Record PLANNED, CANONICAL LIVE, SUPPORTING LIVE, CURRENT UPDATE, SUPERSEDED, HISTORICAL, REPAIR REQUIRED or RETIRED.
  5. ID and relationship test. Preserve/register the canonical ID and any Crosswalk Registry edges: owner, parent, specialist handoff, local facet, translation, practice, assessment, evidence, supersession and return.
  6. Scope test. Record audience, subject/domain, stage/level, geography and time scope. Do not let a local, cohort or language facet silently become a universal claim.
  7. Freshness test. Assign F0 STABLE, F1 INSTITUTIONAL, F2 LOCAL/PROGRAMME, F3 CURRENT RULE, F4 EVENT/LIVE or FH HISTORICAL and identify the review trigger.
  8. Evidence test. Separate durable mechanism from changing fact; choose the appropriate source class and expose uncertainty where precision is not justified.
  9. Quality test. A proposed canonical owner must pass the owner gate relevant to its role: job clarity, boundaries, mechanism, structure, dependencies, examples, failure modes, action/practice, transfer, assessment/evidence, sources, routing, machine consistency and distinct value.
  10. Graph test. Record parent owner, prerequisites, next route, specialist/recovery/local handoffs and return route. No important page should enter the estate as an orphan.
  11. Machine-identity test. Title, metadata, structured data and internal anchors must describe the same job and entity. Related wings are not alternate names for one another.
  12. Release-receipt test. If ownership, meaning, current rules or major crosswalks change, create a change receipt and recheck dependent routes.

Wing-specific boundary: eduKateSingapore may BUILD public knowledge, current reference, curriculum/evidence, Learning Manual and world-knowledge jobs. It must not recreate deep English, deep Mathematics, learner-runtime or recovery owners.

Final BUILD test: if an existing owner can satisfy the same job after a surgical update or stronger handoff, do not create another URL. SEO is telemetry for the gate; it is not permission to bypass the gate.

Inherited Project Atlas: all 174 work records

The source Atlas reports Ledger I rows 1–171 resolved to live canonical or superseding owners and Ledger II rows 172–174 live as foundation owners. That is an inherited source state, not 174 new public-body checks in this pass. Default next action is REUSE / MATURITY REVIEW, with REFRESH for changing facts. Resolve exact URLs from Project Atlas and its linked reader hubs before editing. The 68 vocabulary rows are part of the 171, not an extra 68 added to them.

All 177 allocated White Paper proposals

Stage 2 interpretation of the 177 White Paper proposals · 27 September 2026. Preserve every WEP identifier below as historical work identity, but do not read this table as “177 URLs to manufacture.” The programme is to complete the capabilities represented by all 177 rows. Resolve each row through REUSE → REPAIR → REFRESH → DEEPEN → CONNECT → BUILD; BUILD only when the live estate lacks an adequate canonical owner for the precise reader job. Every resolved row should be classed across five horizons—Learning, Education, Knowledge, Inquiry, Civilisation—and should record audience, capability, domain, owner/page role, prerequisites, evidence and freshness, specialist/recovery/local handoffs, practice or application, return test and outward world connection. This turns the historical article list into a capability-development register.

Upgrades and release procedure

Lead U3, U4, U8, U9, U12, U13, U16, U30, U32, U35, U36, U38, U40, U41, U44, U45 and U47 through the federation register. These are registered work, not deployed features. Tools need actual functionality; files need verified contents and rights; datasets need provenance and licence; accessibility needs complete-process checks; certificates must not imply recognition they do not have.

Before drafting, claim the task and resolve exact owner and aliases. Before publication, check source applicability, rights, examples, parent and incoming discovery, onward action, specialist handoff and return. After saving, inspect the stored body and public page, then record the actual ID/URL and check date. Maintain source/Atlas status separately from a learning-outcome claim. Existing local matrices, vocabulary expansions and other established programmes remain in their original registries; this finite Stage 1 baseline is not an exhaustive inventory of every historical site URL.

Publishing-list reconciliation | 29 September 2026 | eduKateSingapore

Current checkpoint: the inherited Atlas baseline is substantially a resolved ownership map, not an open article quota. Project Atlas records Estates A–F as LIVE across rows 1–171 and Ledger II Primary 4–6 Science as live foundation owners at rows 172–174. Future Master Publish therefore retains 174 inherited work records as historical/source identities while future production moves to maturity, freshness, capability and graph gaps. The 177 White Paper rows likewise remain capability proposals to resolve through REUSE → REPAIR → REFRESH → DEEPEN → CONNECT → BUILD, not 177 URLs to manufacture.

This reconciliation is bounded to the control pages and targeted live-title searches. It does not claim a whole-site body audit, indexing audit, traffic result or independent revalidation of every historical receipt. Publication, canonical ownership, freshness, accessibility, depth, learning evidence and route quality remain separate states.

Recommended order: close freshness and maturity work on the existing 174 owners first; resolve SING-S1-070 and SING-S1-090 against unpublished/federation inventory; then take proposals 01–04 as the evidence-and-verification layer, 05–08 as the maintained Singapore reference layer, and 09–12 as research/world-library infrastructure. Do not restart completed Atlas estates or interpret reserved White Paper identities as a mandate for publication volume.

The Mathematics seems familiar, but marks still disappear.

Find the first point where the working stops being reliable. Find Secondary 4 A-Math mark leakage.

Try it without the guide: For a Secondary 4 A-Math question you have attempted, locate the first uncertain line. Repair that step, then try a comparable question without the worked answer.

A Science fact is remembered, but the explanation is incomplete.

Connect the evidence to a scientific idea and the resulting change. Follow the Primary Science learning route.

Try it without the guide: Choose a familiar Primary Science example. Explain the evidence, the idea and the result without notes. Then change one condition and explain your prediction.

Two accounts of the world seem to disagree.
