Start with MOE’s ITE Progression Award (IPA) page. It is the authoritative source for current eligibility, eligible diploma routes, top-up stages and frequently asked questions.
Use MOE’s IPA information and eligibility route when you want to check your own circumstances. ITE course pages can help you explore diploma pathways, but the name of a diploma alone does not prove that a person meets every IPA condition.
Check four details immediately: Singapore citizenship, the learner’s age at the relevant point, ITE-graduate status, and whether the diploma and enrolment timing fall within the current rules. Treat the enrolment and completion top-ups as separate milestones rather than one payment.
Which source should I open?
| Question | Best source | What it confirms |
|---|---|---|
| Who can receive IPA? | MOE IPA page | Current personal and course conditions |
| How do I check my route? | MOE IPA information route | Eligibility guidance and next steps |
| Which diploma am I considering? | ITE diploma courses or the awarding institution | Course award, admission and study details |
What should I check about the award?
MOE describes IPA as support for Singaporean ITE graduates aged 30 and below to upskill to a diploma earlier in their careers. Current information covers diploma qualifications issued by MOE-funded institutions from 2024 and eligible Singapore Workforce Skills Qualifications diploma routes from 1 June 2025. Use the live MOE page for the complete definitions because the course category and timing matter.
The award has two different stages: a $5,000 top-up to the Post-Secondary Education Account when an eligible learner enrols in an eligible diploma, and a $10,000 top-up to the CPF Ordinary Account after eligible diploma completion. Enrolment support is not the same event as completion support, so check the evidence and processing information for each stage.
Did you know? Admission and award eligibility are separate checks. A school can admit a student to a diploma, while MOE’s IPA rules determine whether the student qualifies for the top-ups. Likewise, receiving a top-up does not guarantee admission, academic progression or graduation.
Also check how and when an eligible top-up is communicated and credited. PSEA and CPF Ordinary Account balances have their own permitted uses and account rules; they are not ordinary cash payouts. Use the official account owner’s information for balances or usage, and the MOE IPA route for award eligibility.
What should I do next?
- Open the current MOE IPA page and read the eligibility section.
- Match the exact diploma award and institution, not just the subject area.
- Check the stated enrolment or completion date and your age against the live rules.
- If anything is unclear, use the official contact route named on the MOE page and keep your enrolment or completion records ready.
