History is path dependence

Damascus, Cairo, Istanbul, Jerusalem, Kathmandu, Baghdad and Sana’a all demonstrate that historical form constrains contemporary roads, property, tourism, identity, security and redevelopment.

Preservation can fail in two directions

Destroy too much and the city loses irreplaceable cultural and social systems. Freeze everything and a living district can become unable to adapt. The useful question is which functions must survive for heritage to remain alive rather than merely visible.
