Primary Mathematics is a progression

Primary Mathematics develops layer by layer. Number sense, the four operations and simple problem-solving become the base for fractions, decimals, ratio, percentage, geometry, measurement and multi-step questions.

When a child struggles at Primary 5 or Primary 6, the visible problem is not always the real one. A difficult percentage question may expose weak fractions.
