Cambridge IGCSE and Singapore Secondary Qualifications | IGCSE vs O-Level and the 2027 SEC G1, G2, G3 System

Cambridge IGCSE and Singapore secondary qualifications sit at a similar stage of schooling but belong to different systems. Cambridge IGCSE is an international upper-secondary subject qualification from Cambridge International Education, commonly used for learners aged about 14 to 16. Singapore is moving from the GCE N(T), N(A) and O-Level structure used for the 2026 graduating cohort to the Singapore-Cambridge Secondary Education Certificate (SEC) for the 2027 graduating cohort, with subjects taken at G1, G2 and G3 levels.

This guide is for families searching for IGCSE Singapore, IGCSE vs O-Level, IGCSE vs SEC, Cambridge IGCSE grades, Singapore G1 G2 G3, international-school qualifications, recognition and transfer. The governing rule is simple: preserve the exact qualification, subject, level, awarding body and examination year. “Age 16 examination” is not a sufficient description for admissions, transfer or preparation.

Cambridge states that IGCSEs are graded A*–G around the world and offers 9–1 variants in administrative zone 3. SEAB states that the 2027 SEC combines the previous GCE N(T), N(A) and O-Level examinations, and that students receive a single certificate showing the subjects and subject levels they sat. Those two facts immediately rule out a universal one-line equivalence table.

Forty-five dimensions that matter more than a one-line equivalence

Qualification identity

Cambridge IGCSE. IGCSE is a Cambridge International qualification, not a generic name for every international age-16 exam.

Singapore route. SEC is Singapore’s national certificate from the 2027 graduating cohort.

What to do. Use the exact title on forms. A familiar acronym should never replace the awarding identity. A reliable comparison ends with an operational next step: which syllabus to read, which school to ask, which prerequisite to preserve, or which assessment format to practise.

Cohort year

Cambridge IGCSE. Every IGCSE result belongs to a syllabus and exam series.

Singapore route. Singapore’s 2026 and 2027 cohorts sit under different qualification labels.

What to do. Write the year beside the qualification whenever policy is being checked. A reliable comparison ends with an operational next step: which syllabus to read, which school to ask, which prerequisite to preserve, or which assessment format to practise.

Awarding authority

Cambridge IGCSE. Cambridge International awards Cambridge IGCSE.

Singapore route. SEAB, MOE and Cambridge International jointly examine and award SEC.

What to do. Common Cambridge involvement does not make the two certificates identical. A reliable comparison ends with an operational next step: which syllabus to read, which school to ask, which prerequisite to preserve, or which assessment format to practise.

Subject level

Cambridge IGCSE. Some IGCSE subjects offer Core and Extended routes.

Singapore route. SEC uses G1, G2 and G3 subject levels across Full Subject-Based Banding.

What to do. Never equate Core/Extended mechanically with G1/G2/G3. A reliable comparison ends with an operational next step: which syllabus to read, which school to ask, which prerequisite to preserve, or which assessment format to practise.

Global grading

Cambridge IGCSE. Cambridge says A*–G is used worldwide for IGCSE, with selected 9–1 variants in zone 3.

Singapore route. SEC uses the grading structure attached to each subject level.

What to do. Report grades exactly as awarded before any receiver-specific conversion. A reliable comparison ends with an operational next step: which syllabus to read, which school to ask, which prerequisite to preserve, or which assessment format to practise.

Curriculum owner

Cambridge IGCSE. Cambridge publishes the IGCSE syllabus.

Thirty-five transfer, progression and family scenarios

Start IGCSE at the beginning of the two-year course

This is the cleanest transfer point because subject sequencing and coursework can begin normally.

Still check syllabus codes, language placement and future IB/A-Level options.

The handoff should record the exact subject, level, syllabus code, examination year and next-stage requirement. This keeps the decision factual and prevents the child from being labelled globally as “ahead” or “behind” when the real issue is curriculum alignment.

Join IGCSE midway through Year 1

The receiving school should identify missing topics and coursework immediately.

Catch up only the real gaps, not the entire prior curriculum.

The handoff should record the exact subject, level, syllabus code, examination year and next-stage requirement. This keeps the decision factual and prevents the child from being labelled globally as “ahead” or “behind” when the real issue is curriculum alignment.

Join IGCSE late in the final year

Coursework, set texts and practical components may make the move unrealistic.

Frequently asked questions

Is IGCSE the same as Singapore O-Level?

No. They are distinct qualifications. Singapore’s O-Level belongs to the legacy national structure and the 2027 graduating cohort moves to SEC.

Is IGCSE the same as SEC?

No. SEC is Singapore’s national G1/G2/G3 qualification; Cambridge IGCSE is an international subject qualification.

Is IGCSE recognised in Singapore?

It is widely recognised, but the receiving Singapore institution sets its own admissions rules.

Does IGCSE use 9–1?

Cambridge says A*–G is used worldwide and selected 9–1 variants are offered in administrative zone 3.

Can I convert IGCSE A* to SEC A1?

Only use a conversion if the receiving institution publishes one for the exact purpose. Do not invent a universal conversion.

What age is IGCSE for?

It is typically used for learners around ages 14–16, though school and candidate contexts vary.

Does IGCSE have coursework?

Some syllabuses do. Others use written, oral or practical assessment without coursework.

What are G1 G2 G3?

They are Singapore subject levels under Full Subject-Based Banding and the SEC.

Can SEC students enter IB?

Yes where an IB school admits them, but the school controls HL/SL placement and prerequisites.

Can IGCSE students enter Singapore post-secondary institutions?

Potentially, through the institution’s current alternative-qualification rules.

Which is harder?

There is no useful universal answer. Compare a specific subject, level, syllabus and paper.

Are old O-Level papers useless after SEC?

No. Some conceptual material remains useful, but it must be mapped to the current SEC syllabus and format.

Can a student switch systems in the final year?

Sometimes, but coursework, set texts and topic sequencing can make a late switch impractical.

Does Cambridge involvement make SEC an IGCSE?

No. Cambridge participates in both systems but the qualifications remain distinct.

Should international portability decide the whole school choice?

No. Portability matters, but learner fit, school quality, subject availability and progression matter too.

Official reference routes

Reference appendix: decisions that protect the learner during a system change

Before changing schools

Ask the receiving school for the exact IGCSE syllabus codes or SEC subject levels the student will enter, not just the public subject names. Then compare the most recent assessed work from the current school with one specimen or current-format paper from the destination. This quickly separates a content gap from a format gap. If coursework is involved, confirm in writing whether existing work can be authenticated and carried forward. A transfer is academically ready only when the family knows what the child will study on the first Monday, what is missing, and who at the new school owns the catch-up plan.

Before choosing IGCSE Core or Extended

Read the current Cambridge syllabus and the grades available through each route. Do not use Singapore G-level language to describe Core or Extended because they are different structures. The decision should reflect the learner’s actual attainment, the school’s recommendation and the next programme. A student who may need advanced Mathematics or Science later should understand how the present route feeds that progression. Conversely, entering a wider route only for status can reduce confidence and time for the rest of the portfolio. The correct choice is the route that creates genuine mastery and preserves appropriate future options.

Before changing an SEC subject level

Use evidence from the subject itself: recent assessments, classroom work, teacher judgement and the student’s capacity to handle the target level. The mixed-level profile is a designed feature of Full Subject-Based Banding, not a defect to be hidden. A student can legitimately take different subjects at different levels. The decision should also consider post-secondary requirements, because some routes care about particular subjects or mapped admission scores. Families should avoid turning G1, G2 or G3 into a global label of the child. It is a level attached to a subject, in a specific national curriculum, at a particular stage.

Before assuming an A* is a fixed percentage

Check Cambridge’s current grading information and the actual examination series. Grade boundaries are set to maintain standards across papers of varying difficulty; one historical raw mark is not a permanent promise. Students who chase an internet threshold can underprepare the harder parts of the syllabus or panic when a practice paper produces a different percentage. Use past boundaries only as historical orientation. The real preparation target is consistent performance against the syllabus, assessment objectives and current paper structure. The same principle applies to other examination systems: externally awarded grades are standards, not permanently fixed raw-score bands.

Before using an old O-Level book for SEC

Open the current SEAB syllabus and create a topic crosswalk. Mark each chapter in the old resource as directly aligned, partly aligned, useful extension or no longer central. Then check whether the paper format, command words, calculator rules and assessment weighting have changed. This preserves the value of strong legacy questions without allowing the old qualification to define the new one. The best transition practice is conservative about durable knowledge and precise about current assessment. Algebra remains algebra; an obsolete paper structure remains obsolete. Good teaching keeps the first and updates the second.

Before using GCSE resources for IGCSE

Verify the Cambridge syllabus first. GCSE and Cambridge IGCSE can be comparable in level, but subject content, paper structures, set texts, practical methods and grade systems can differ. A GCSE resource may be excellent enrichment or even closely aligned for one topic, while being misleading for another. Label outside-board resources clearly so students know whether they are core examination preparation, extension or background. In the final revision phase, the target awarding body’s current syllabus, specimen papers and past papers should dominate. Cross-board variety is most valuable when it tests understanding, not when it confuses the required response format.

Before treating IGCSE as automatically more international

Ask what international mobility problem the qualification is meant to solve. Singapore’s national qualifications are formally documented and recognised, and students can later enter IB, A-Level or other international routes. An IGCSE school may offer useful portability, but the family should still inspect subject choice, teaching quality, language support, fees, commute and post-IGCSE pathway. “International” is not a substitute for fit. A qualification helps when it creates a coherent education and a legible record for the next institution. It is less useful when the child is moved into a weaker school environment merely for a brand.

Before treating SEC as only a local qualification

Read SEAB’s current SEC guidance. SEAB states that the qualification continues to be recognised locally and internationally. Overseas institutions unfamiliar with the new certificate may need context, particularly because students can present a mixed G1/G2/G3 subject profile. The solution is official explanation, not a homemade conversion. Provide the certificate, transcript and SEAB reference where needed. A new qualification name can create temporary unfamiliarity without implying low recognition. The receiving institution remains responsible for its own admissions decision, just as it does for IGCSE, GCSE, IB or other international qualifications.

Before a final-year transfer

Check every component that accumulates over time: coursework, portfolio, set text, oral preparation, practical requirements and internal deadlines. Then check exam-entry deadlines and the target series. A learner can be academically strong and still be unable to complete a valid qualification in time because the receiving centre cannot authenticate enough work. If the transfer is unavoidable, ask which subjects can be completed cleanly and whether others should be deferred or replaced. The right plan may look less ambitious on paper but produce a complete, recognised record rather than a collection of interrupted courses.

Before choosing an international school by results

Ask what the published results actually describe: all candidates, selected subjects, one cohort, predicted grades or external awards. Then inspect admissions selectivity and student intake. High averages can reflect a highly selected population as much as excellent teaching. For one learner, the more important evidence is access to the right subjects, stable teachers, useful feedback, university counselling, pastoral support and a timetable that remains sustainable. A school with slightly lower headline results may be the better environment if it identifies gaps early and helps the student become independent.

Before comparing workload

Write down the actual week. Count classroom hours, travel, homework, coursework, CCA or extracurricular commitments and sleep. Then inspect the annual deadline map. IGCSE workload often comes from a broad set of subjects and can include coursework; SEC workload depends on the student’s subject-level profile and school programme. Neither brand has one universal workload. A student may find a narrower but deeper package harder than a broader package, or the reverse. The useful comparison is whether the learner can maintain strong work across the whole timetable without chronic sleep loss or constant emergency catch-up.

Before comparing Mathematics difficulty

Compare exact papers, not reputations. Look at algebraic manipulation, functions, geometry, trigonometry, statistics, vectors, calculator policy, proof and non-routine problem solving. Then compare the student’s current evidence. A student can be advanced in algebra and still weak in geometry or data handling. When moving systems, preserve what is already mastered and target the missing domain. Do not force a global conclusion that one Mathematics qualification is simply harder. Different syllabuses can be more demanding in different places, and the next-stage prerequisite may matter more than the overall difficulty label.

Before comparing Science difficulty

Separate content depth from experimental and data-response skill. A student may know Physics theory but need practical-design practice; another may be comfortable in a laboratory but slow on calculations. Compare the target syllabus by domain, then attempt current-format questions. For future pathways, also note whether the learner is taking separate sciences, a combined route or a subject level that affects later progression. The best Science transition keeps concepts stable while retraining the assessment language. It does not ask the child to memorise a second version of the same scientific idea simply because the board is different.

Before comparing English difficulty

Identify the kind of English first. Cambridge First Language English, Cambridge Second Language English and Singapore English are not one course under three labels. Compare reading demands, text types, oral/listening components, writing purposes, grammar expectations and assessment length. Then check whether the receiving university or school treats the result as English-language evidence. A student can be fluent conversationally and still need substantial academic writing support. Conversely, a strong writer can need time to learn a new oral format. Diagnose the mode instead of making one global judgement about “English level”.

Before comparing Humanities

Separate knowledge from method. History content can change completely while source evaluation transfers. Geography can keep the same concepts but require different case evidence. Economics can retain models while changing command words and data-response style. Build two columns: what the student already understands and what the new syllabus uniquely expects. This prevents the common transfer mistake of re-teaching generic essay structure when the real gap is factual knowledge, or forcing content memorisation when the real weakness is evaluation. Humanities transfer succeeds fastest when the learner knows which part of the task is genuinely new.

Before choosing a private-candidate route

Confirm that an approved centre can administer every component of the exact syllabus. Written-only subjects are usually easier to organise than coursework, practical, oral or portfolio subjects. Ask about entry deadlines, fees, permitted variants, access arrangements and how results will be issued. Do not spend months preparing a subject before confirming an examination centre can enter it. Private candidacy is an administrative pathway as well as an academic one. The qualification standard can be identical to a school candidate’s, but the candidate must build their own support and logistics around it.

Before requesting a review of marking

Read the awarding authority’s formal post-results process and deadline. Consider the component mark, distance from the next grade, the nature of the assessment and whether the service can result in marks going down as well as up where applicable. A review is not a general appeal for generosity. It checks marking or procedure under published rules. Schools and examination officers can help interpret the options. Families should avoid social-media claims such as “always remark if you are one mark away” without reading the current rules, fees and risks for the exact board.

Before planning a resit

Ask what problem the resit solves. Is the grade blocking a prerequisite, weakening an application or simply disappointing? Then check when the subject is next available, whether coursework can carry forward, whether a private centre is needed and whether the new result will arrive before the next admission deadline. A resit can be strategically useful, but it consumes time that could be spent on the next qualification. The decision should compare the expected benefit with the opportunity cost. Do not resit automatically because a higher grade feels emotionally cleaner.

Before sending results overseas

Keep the official qualification title, subject name, level and grade exactly as awarded. If the receiving institution asks for certified copies, official electronic transmission or translation, follow that process. Do not edit the certificate or add an unofficial equivalence beside each grade. Where SEC is unfamiliar, include a link or official explanatory document from SEAB. Where a Cambridge IGCSE uses a 9–1 scale, retain Cambridge International as the awarding body. Good documentation is descriptive first. Admissions staff can then apply the comparison rule that belongs to their institution.

Before assuming a child is behind after transfer

Check whether the apparent gap is actually new content, new language, new paper format or social adjustment. A strong student can lose marks temporarily because the new exam expects a different response shape. Give enough time for the surface conventions to become familiar, then reassess with target-format evidence. If the gap shrinks quickly, it was transfer friction. If it persists across content and contexts, investigate the underlying skill. This prevents both panic and complacency, and it protects the child from turning one difficult month into a permanent story about ability.

Before assuming a child is ahead after transfer

Familiar topics can create an early confidence spike. The student may score well because the new school is revisiting content already learned, while unseen parts of the syllabus remain untested. Use a broader diagnostic across the target course before accelerating. Ask for evidence in several domains and under timed conditions. If advanced placement is appropriate, preserve conceptual depth rather than simply moving into later chapters. A child who is genuinely ahead should be able to explain, apply and transfer ideas, not merely recognise the first unit of a new curriculum.

Before choosing the next pre-university route

Use the final secondary years to learn what kind of work the student wants to deepen. IGCSE can lead naturally into Cambridge A Levels, IB and other systems. SEC can lead through Singapore JC, Polytechnic, ITE and also into other programmes depending on school and admission routes. Compare prerequisites, breadth, depth, coursework, examination style and destination. Do not choose IB because it sounds global or A-Level because it sounds rigorous. Choose the programme whose architecture fits the learner while preserving the subjects required by likely higher-education paths.

Before deciding the transfer failed

Review four trajectories: academic access, workload, wellbeing and future options. A move can be successful academically but harmful socially; it can be socially positive while creating a dangerous prerequisite gap. One dimension should not hide another. Set a review date rather than debating every evening. Ask what has improved since the previous review, what has not, and which issue is controllable. If the family decides to move again, preserve the records from this transition so the next school sees the full story rather than a collection of disconnected grades.

Before deciding no transfer is needed

Staying can be an active choice. If the current school offers the right subjects, strong teaching, a sustainable commute, appropriate stretch and a credible next pathway, there may be no educational reason to change systems. International recognition can be addressed when applications arise. Stability itself has value: teachers know the learner, friendships are established and curriculum continuity is intact. The family should still review future prerequisites periodically, but the goal is not to accumulate prestigious qualification names. It is to build capability in a coherent sequence.

Receiver-first recognition: the final rule

When two qualifications do not have a universal conversion, that is not a failure of the education system; it is a signal that the receiving institution should apply the comparison needed for its own purpose. A school deciding year placement needs different evidence from a Polytechnic deciding course eligibility, and both need different evidence from an overseas university reviewing prerequisites. The safest family habit is therefore to preserve the original information at full resolution: exact subject title, awarding authority, syllabus code or subject level, examination year, component context and official result. Conversion, where necessary, should happen only at the receiver’s rule layer.

This approach also protects the student psychologically. A child moving from IGCSE to SEC, or from SEC to IGCSE, should not be told that they have suddenly become a different “grade of student” because a conversion chart changes the symbol beside a subject. The student carries real knowledge, habits and gaps across the border. Good transition work identifies those assets, teaches the new assessment grammar and closes only the missing curriculum. The goal is continuity of learning, not victory in an argument about which certificate is more prestigious.
