The Primary School Leaving Examination (PSLE) English Examination, conducted by the Ministry of Education (MOE) and the Singapore Examinations and Assessment Board (SEAB), is a rigorous and comprehensive assessment of students’ English language abilities. The examination is designed to evaluate a wide range of language skills, including writing, comprehension, listening, and oral communication. The structure of the examination and the time allocated to each paper are strategically planned to ensure that students demonstrate a holistic understanding and mastery of the English language.
The PSLE English Examination is divided into four primary components, each allocated a specific duration to allow students to sufficiently demonstrate their skills and knowledge in each area.

Paper 1 is the Writing component, which includes both Situational Writing and Continuous Writing sections. Students are allocated 1 hour and 10 minutes to complete this paper. The Situational Writing section requires students to write a response to a given context, like drafting a letter, an email, or a report. The Continuous Writing section, on the other hand, tests students’ creative writing skills, requiring them to write a composition based on a given topic and accompanying pictures.
Paper 2, titled Language Use and Comprehension, is an extensive examination that assesses grammar, vocabulary, and comprehension skills through a series of questions. This paper is divided into two booklets, A and B, and students have 1 hour and 50 minutes to complete it. Booklet A primarily contains multiple-choice questions, while Booklet B features more elaborate tasks such as grammar cloze, synthesis and transformation, and comprehension open-ended questions.
Next, we have the Listening Comprehension component, or Paper 3, which lasts 35 minutes. In this section, students listen to a variety of spoken English texts and answer multiple-choice questions based on these auditory stimuli.
Lastly, Paper 4 is the Oral Examination component, for which students have 10 minutes. This segment assesses students’ oral proficiency through a reading aloud task and a stimulus-based conversation.
In essence, the MOE and SEAB have meticulously designed the time allocation for each component of the PSLE English Examinations to ensure a balanced and thorough evaluation of a student’s English language skills. The timeframes encourage students to demonstrate not only their speed but also their precision, comprehension, creativity, and critical thinking abilities, reflecting the multifaceted nature of language learning and proficiency.
